Retail-rate net metering, not NEM 3.0
LADWP is a municipal utility, so the CPUC’s NEM 3.0 Net Billing Tariff does not apply in West Hills. LADWP still credits exported solar at close to the retail rate, which is why a solar-only system offsets more of a bill here than the same system would for an SCE customer. LADWP’s residential R-1A plan runs roughly 26–41¢/kWh across summer tiers (2026), and bills arrive bi-monthly — a hot August cycle in the West Valley stacks two months of air-conditioning into one statement. City permit ≠ permission to run
An LADBS permit and passed inspection do not by themselves authorize grid operation. LADWP reviews the interconnection separately, sets the net meter and then sends a permission-to-operate email; until that arrives the system may not be run. Which LADWP path a project takes is decided by its scope, not its address: Fast Track covers systems under 10 kW CEC AC with no battery and no service-panel upgrade, everything else goes to the standard process. What changes for a West Hills roof — from the City of LA rulebook, not from generic California advice.
Express permit for standard systems
LADBS issues a no-plan-check express e-permit online for qualifying residential rooftop PV, available to licensed contractors. Systems outside those criteria go to electrical plan check instead. An AC-coupled battery of 10 kW AC or less can ride the same path, with an extra LAFD submittal. LADWP separately fast-tracks systems under 10 kW-AC that need no service upgrade or battery backup.
Usually no structural plan check
For a typical flush-mounted retrofit on a one- or two-family home, LADBS exempts the installation from a separate building permit when the prescriptive conditions are met. Heavy arrays, multiple roofing layers, deteriorated framing or ground mounts move the project into structural plan check.
Fire-zone roofs: Class A required
On VHFHSZ parcels — which include western hillside West Hills — Class A roofing is mandatory, and the PV panels and racking assembly must themselves carry a Class A fire classification. Parcel status is checked individually on ZIMAS, not assumed from the neighborhood.
Re-roofing rules ride along
If the roof is replaced first, a residential replacement of more than 50% of roof area requires a CRRC-certified Cool Roof product under Title 24, and Class A covering inside the VHFHSZ. Sequencing roof and solar in one project avoids paying to remove a new array later.
