Why your quote has two different kilowatt numbers
The most common source of confusion in a solar proposal, and the one worth clearing up before comparing bids.
Every system has two ratings. DC nameplate is the sum of what the modules are rated at in laboratory conditions — the bigger, friendlier number that marketing prefers. CEC-AC is what the system is expected to deliver as alternating current after the inverter, measured under the California Energy Commission’s method. A real example from a Whittier job on this page: thirteen 395 W modules come to 5.135 kW DC — and 4.627 kW CEC-AC. Same system, two honest numbers, about ten per cent apart.
This matters for three practical reasons. First, comparing bids: a quote in DC against a quote in CEC-AC is not a like-for-like comparison, and the smaller-sounding one may be the larger system. Second, utility thresholds are often written in CEC-AC, so a design can cross a line while the DC figure still looks comfortable. Third, production estimates should be built from the AC side, because that is the electricity that actually reaches your panel and your meter. We state both, and we say which one a given rule uses.
Ask which basis
“How many kilowatts” is an incomplete question. The useful one is “how many kilowatts, on which basis”.
Compare like with like
Put competing proposals on the same basis before deciding. It is the fastest way to see which one is really bigger.

Old houses, old panels, and the upgrade nobody quotes
Whittier’s housing stock is one of the oldest in this part of the county, and it shows up in the electrical scope.
A great deal of Whittier was built long before anyone imagined a household running an electric car, a heat pump, a solar array and a battery off the same service. Panels sized at 100 amps, and older equipment that will not accept a modern breaker, are ordinary here. Solar feeds into the same busbar the utility does, and the code limits how much combined supply that busbar may take — which is why 200-amp main-panel upgrades appear among the jobs on this page, one of them with a subpanel alongside it.
The point is not that every Whittier home needs one. It is that the assessment belongs at the start. A quote that ignores the service equipment is not cheaper, it is incomplete, and the difference reappears at inspection or when the homeowner later wants an EV charger and discovers the panel was full the whole time. We look at the service, the busbar rating and the main breaker before drawing an array, and the electrical scope goes in the original proposal.

Two companies, one bill — and Whittier picked the middle option
Who actually supplies your electricity here, and what that means for a solar home.
Clean Power Alliance buys the electricity for more than thirty communities across Los Angeles and Ventura counties, while Southern California Edison delivers it and issues a single bill. CPA offers three residential tiers, and each member city picks the one its residents are enrolled in automatically. Whittier chose Clean Power, the middle tier at 50% renewable, with residents switched over in February 2019 — higher than Simi Valley’s Lean Power and below Thousand Oaks’ 100% Green Power. Households can move up or down the tiers, or opt out to Edison generation entirely, at any time.
For the solar side, what matters most is the export rule rather than the tier. New solar customers in Edison territory have been on the Solar Billing Plan since April 15, 2023, where energy sent back to the grid earns an hourly avoided-cost value instead of the retail rate. The design conclusion is the same one it is everywhere in Edison territory: match production to what the house uses, and treat storage as the way to keep the evening rather than selling the midday cheaply.
Generation and delivery are separate lines
CPA credits one, Edison the other. Reading them apart is the only way to see what the array earns.

Which rules apply to you depends on when your system was approved
A point most pages flatten into “everyone is on the new plan” — which is only true for systems connected recently.
Clean Power Alliance did not move every solar home onto the new terms at once. Because generation is credited by CPA and delivery by Edison, an older system can sit on two different regimes at the same time — and which ones depend on the date Edison approved the interconnection, not on the city or on when the panels were bought.

Clean Power Alliance pays toward a home battery
A rebate of its own, separate from anything the state or federal government offers.
CPA runs a Sun Storage Rebate of up to $2,250 toward an eligible home battery. The base incentive is $750 and is open to all CPA customers. A home inside an area frequently affected by Public Safety Power Shutoffs can add $1,250 more — the single largest component, and one that matters in the hillside and fire-hazard parts of this region. A further $250 is available to households on the Medical Baseline allowance, or to those on CARE or FERA bill assistance; those two cannot be combined. Funding is limited and awarded first come, first served.

What solar costs and how long it takes in Whittier
