If you are building in Reseda, solar is not optional
The Energy Code requirement that most owner-builders discover late — and how the newest job on this page satisfied it.
Since January 1, 2020, California’s Building Energy Efficiency Standards — Title 24, Part 6 — have required solar photovoltaics on newly constructed homes: single-family houses and low-rise residential alike. The rule reaches further than many expect: a newly constructed, detached ADU whose permit application was submitted on or after that date must install solar too. The useful exemptions are conversions — an ADU carved out of existing space, an attached addition, or a garage converted to living space does not trigger the requirement. And the Energy Commission allows flexibility on placement: the required panels may go on the ADU or on the primary dwelling, whichever roof actually works.
The newest system on this page is exactly this case: a two-storey ADU built from the ground up in Reseda, carrying seven Mission Solar 410 W modules on Enphase IQ8A microinverters — 2.87 kW DC, rated 2.78 kW CEC-AC by LADWP. LADBS released its final in March 2026 and the utility set the meter in April. For an owner-builder the practical lesson is sequencing: the solar system is part of the building’s energy compliance paperwork, so it belongs in the plan set from the start, not bolted on when the inspector asks where the panels are.
New detached ADU → required
Permit application on or after 1 January 2020 means the unit must include solar. It is code, not a preference.
Conversions → exempt
Garage conversions, interior carve-outs and attached additions do not trigger the mandate.

A 2 kW system is not an apology
Nearly half the Reseda systems on this page are under 3 kW — and every one of them was the right call.
The industry default is to sell the biggest array the roof will hold. Reseda’s housing — compact post-war homes on modest lots — often argues the other way, and our work here shows it: systems of 1.7, 1.96, 2.0 and 2.78 kW CEC-AC sit alongside the 6–7 kW family-home arrays. A small system fits a modest and stable bill, covers a specific load, satisfies a new-construction requirement, or simply matches what a small clear roof can honestly carry.
Two local facts make small work well here. LADWP still credits exports at the retail rate, so a modest array’s surplus keeps full value instead of being discounted to an hourly rate. And small systems sail through the utility’s fast track — the meters on this page were set within weeks. The trade-off we state plainly: fixed costs spread over fewer panels, so the price per watt is higher than on a large system. What matters is that the total is right for the household, not that the per-watt figure flatters a brochure.
