Palmdale buys its own power — and pays cash for your surplus
The local arrangement almost no solar page explains, and the one that most changes what a Palmdale system is worth.
Since 1 October 2022 Palmdale has run its own community choice programme, Energy for Palmdale’s Independent Choice, which took over generation for residential and municipal accounts before extending citywide on 1 March 2023. EPIC buys the electricity; Southern California Edison still owns the wires and the meter, delivers the power and issues one combined bill with EPIC’s generation charges on it. Two service options exist: EPIC Power, the default, and EPIC Power100 for fully renewable supply.
For a solar home the interesting part is EPIC’s net metering programme, EPIC Empowerment. Production is measured monthly. In a month where the house draws more than the array makes, you pay for the difference; in a month where it makes more, the surplus becomes a credit that rolls forward against later bills. Then comes the part that has no equivalent anywhere else in our service area: if that credit stands at $100 or more at the October billing cycle, EPIC sends you a cheque for it.
That changes the sizing conversation. In most of Southern California a surplus is worth progressively less — under Edison’s Solar Billing Plan exports earn an hourly avoided-cost value, and under a municipal utility a credit simply sits on the account. Here an annual surplus can convert to money. It does not mean building the largest array that fits; it means the usual penalty for producing more than you consume is softer in Palmdale than almost anywhere nearby, and the right size deserves an honest calculation rather than a default.

High desert is a different install
Palmdale sits well above the Los Angeles basin, and the conditions on a roof here have little in common with the coast.
The Antelope Valley delivers extremes in both directions: fierce summer heat, genuinely freezing winter nights, and wind that arrives with little warning. Each one shows up in the specification rather than in the brochure.
Heat suppresses module output — panels are rated at a 25°C cell temperature, and a desert roof in July runs far above that — so production should be modelled at real operating temperature, not laboratory conditions. Cold and the daily swing matter too: materials expand and contract through a wide temperature range every day, which is why rail expansion, fastener choice and proper torque are not details to improvise. Wind is the one that decides attachment: uplift is what pulls an array off a roof, and attachment spacing and count are engineered for it rather than copied from a coastal detail. And dust is a fact of life — soiling reduces output between rains, which is a maintenance conversation worth having honestly rather than pretending panels are self-cleaning.
Then there is tile, which dominates the roofs we work on here. Concrete tile, Spanish clay and terracotta S-tile each need their own mounting hardware and flashing, and every tile lifted has to go back into the same course. Crews carry replacement tiles as a matter of course, because on a sun-baked roof some will crack no matter how carefully they are handled.
Wind decides attachment
Uplift, not weight, is the risk. Attachment count and spacing are engineered for local wind exposure.
Model at real temperature
Output estimates built on laboratory ratings flatter themselves in a desert summer. We model expected cell temperature.
Movement is daily
Wide daily swings mean thermal expansion is constant. Rail runs, fasteners and torque are specified for it.
Dust is real
Soiling costs output between rains. Better discussed up front than discovered from a monitoring graph.
Backup matters more at this end of the county
Distance, weather and heat all point the same way.
The Antelope Valley sits at the far edge of the grid that serves Los Angeles County, and outages here have several causes: heat-driven demand in summer, wind and storms in winter, and public safety power shutoffs in dangerous fire weather. When the power goes out in July with the temperature above 100°F, cooling stops being a comfort question.
Solar alone does not help during an outage — a grid-tied array shuts down when the grid goes down, by design and by code. Storage is what keeps the house running, and on a Palmdale job here that meant two wall-mounted batteries alongside the array. The useful conversation is not “do you want backup” but which circuits: cooling, refrigeration, well pump, medical equipment, internet. We go through the panel schedule and size to that rather than selling a number of kilowatt-hours.

What solar costs and how long it takes in Palmdale
No honest flat citywide price — but published ranges and a settlement that can return money.
Two published price bases frame the budget, both before incentives: $2.49 per watt at competitive marketplace rates (EnergySage, August 2026) and $3.5 per watt, the 2024 national median for cash purchases (Lawrence Berkeley National Laboratory). The right size still comes from your actual usage, the roof, and what you plan to add — an EV, a heat pump, a pool pump. We would rather run that calculation honestly than size to a rule of thumb.
Can I stay with Edison instead of EPIC?
Yes. EPIC is the default for city accounts, but households can opt up to EPIC Power100 for fully renewable supply or opt out to Edison generation entirely. It changes the generation line on your bill and has no effect on the solar equipment or the interconnection. We build proposals on the service the account is actually on.
Does the desert heat reduce my solar output?
Yes, and an honest estimate accounts for it. Modules are rated at a 25°C cell temperature in a laboratory, and a Palmdale roof in July runs far above that, so output falls.
