The local fact that changes the payback maths here, and almost nobody explains it.
Thousand Oaks is a member of Clean Power Alliance, the joint powers agency that buys electricity for 30-plus communities across Los Angeles and Ventura counties while Southern California Edison delivers it and issues the bill. CPA offers three residential tiers — Lean Power at 40% renewable, Clean Power at 50%, and 100% Green Power — and each member city chooses which one its residents are enrolled in automatically. Thousand Oaks chose 100% Green Power, the top tier, and it carries a premium over Edison’s basic generation rate.
Here is why that matters to a homeowner considering panels. Every kilowatt-hour your roof produces and your house consumes is a kilowatt-hour you do not buy — and in this city the one you are not buying is priced at the premium tier, not the cheapest one. Self-consumed solar is therefore worth more in Thousand Oaks than in a CPA city sitting on Lean Power. What it does not change is the export side: new solar customers in Edison territory are on the Solar Billing Plan, where exports earn an hourly avoided-cost value rather than the retail rate. The design conclusion is the same one, only sharper here: size to what the house uses, and store the evening rather than selling the midday.

The default is automatic, not compulsory — a household can move between CPA tiers or opt out to Edison entirely. It changes the generation line on the bill and touches nothing about the solar interconnection.

The roof under your panels wore out. Now what?
A question almost no solar page answers, and one that arrives ten to fifteen years after the array went up.
Composition roofs last roughly twenty to thirty years; a solar array is warrantied for twenty-five. Sooner or later the covering under a working system reaches the end of its life, and the homeowner discovers that a roofer will not touch the roof while panels are on it and a solar company will not remove panels it did not install. The work has a name — detach and reset — and we have done it here in Thousand Oaks: the array came off, the roof was replaced underneath, and the same system went back up and was re-energised, permitted with the city as its own electrical scope.
Doing it as one project matters. The modules and racking have to be labelled and stored so the array returns to the same layout, the attachment points must land on the new covering with fresh flashing rather than in the old holes, and the system has to be recommissioned and checked afterwards — monitoring included — so nobody discovers six months later that a string never came back online. Holding B, C-10 and C-39 is what lets one company own all three parts of that.
Decide before you install
If a roof has under ten years left, replacing it before the array is cheaper than paying to lift the array later. We say which case you are in before you commit.
New flashing, new holes
Reusing old penetrations on a new roof is how leaks start. Attachments get set and flashed into the new covering.
Reset is an electrical scope
Taking a system down and putting it back is permitted work, not handyman work, and it ends with a real inspection.
Recommission and verify
After a reset every module should report again. Checking production data afterwards is the part that gets skipped when three companies split the job.
Your main panel decides what is possible
The constraint that quietly sets the price of adding storage to an older Conejo Valley house.
Solar and batteries feed power into the same busbar the utility does, and the electrical code limits how much combined supply a panel can take. On a Newbury Park job here that came out as a package: a main-panel upgrade, a backup subpanel for the circuits that stay alive during an outage, and a main-breaker de-rate — deliberately fitting a smaller main breaker so the solar and battery supply fit within what the busbar is rated to carry. It is a standard, code-recognised way to avoid replacing an entire service, and it is the kind of detail a cheap quote leaves out and then rediscovers on inspection day.
The practical takeaway for a homeowner: when two quotes differ by several thousand dollars, the difference is often not the panels. It is whether the electrical scope was priced honestly at the start.
Busbar first, panels second
We look at the service, the busbar rating and the main breaker before drawing an array, because that is what caps the design.
De-rate or upgrade
Sometimes a smaller main breaker solves it; sometimes the service genuinely needs upgrading. Both are quoted openly.
Backup subpanel
Backup runs through its own subpanel carrying chosen circuits, which is cheaper and clearer than trying to keep an entire house alive.
Priced with the job
Electrical scope belongs in the original proposal. Discovering it later is how projects stall between contractors.
Which rules apply to you depends on when your system was approved
A point most pages flatten into “everyone is on the new plan” — which is only true for systems connected recently.
Clean Power Alliance did not move every solar home onto the new terms at once. Because generation is credited by CPA and delivery by Edison, an older system can sit on two different regimes at the same time — and which ones depend on the date Edison approved the interconnection, not on the city or on when the panels were bought.

Clean Power Alliance pays toward a home battery
A rebate of its own, separate from anything the state or federal government offers.
CPA runs a Sun Storage Rebate of up to $2,250 toward an eligible home battery. The base incentive is $750 and is open to all CPA customers. A home inside an area frequently affected by Public Safety Power Shutoffs can add $1,250 more — the single largest component, and one that matters in the hillside and fire-hazard parts of this region. A further $250 is available to households on the Medical Baseline allowance, or to those on CARE or FERA bill assistance; those two cannot be combined. Funding is limited and awarded first come, first served.
