NEM 3.0 does not apply

LADWP is municipal, so the CPUC’s Net Billing Tariff — what everyone calls NEM 3.0 — does not govern it. Exports inside the city are still credited against the retail rate, not an hourly avoided-cost value. Advice written for an Edison customer does not fit here.

Systems are rated in CEC-AC

LADWP sizes interconnection in CEC-AC watts rather than DC nameplate, and the two differ. One home on this page is 10.4 kW DC but 5.6 kW CEC-AC as built — the second figure is what the utility reads.

Ten kilowatts sets the timeline

Under 10 kW CEC-AC with no battery and no panel upgrade, LADWP approves in roughly 2–5 days with the meter set 1–2 weeks later. Larger systems, or any with storage or a panel upgrade, add an engineering site visit of 1–3 weeks.

Two approvals, always

LADBS issues qualifying residential solar through an online express permit, often the same day. LADWP then sets the net meter and issues the permission-to-operate email. A finished, inspected system may not legally run until that arrives.

Los Angeles is not one climate or one housing stock. A roof in the west Valley bakes at temperatures the coast side never sees; a lot in Sherman Oaks may be shaded by trees the city legally protects; an Encino household can run three times the electricity of an average home. Four roof types, four different jobs

Across a city this size the covering varies more than anything else — and it decides the method.

Composition shingle is the citywide default and the most straightforward: flush mounting with proper flashing at every penetration. Flat and low-slope roofs — common on the mid-century and older stock — take tilt racking so modules reach a working angle, engineered for wind uplift and spaced so rows do not shade each other in winter. Tile, whether concrete, clay or S-profile, needs profile-specific hardware, a layout that follows the tile course, and replacement tiles on site because some will crack on an older roof. Metal roofs bring their own attachment methods, often clamping to the seam rather than penetrating at all.

Underneath all four sits the same question: how much life is left in the covering. A solar array is warrantied for around twenty-five years, so mounting one onto a roof with five or ten left means paying later to remove the system, redo the roof and reinstall it. We have done both sequences in the city — a full roof replacement paired with a new array, and an existing array removed and reinstated after a re-roof. Because roofing is in-house under our C-39, the assessment comes from the trade that would have to do the work.

What solar costs and how long it takes in Los Angeles

No honest flat citywide price — but published ranges and one threshold that sets the schedule.

The systems we have installed inside the city run from 1.7 to 16 kW, and that spread is the honest answer: size follows consumption, roof geometry and electrical capacity. Two published price bases frame the budget, both before incentives: $2.49 per watt at competitive marketplace rates (EnergySage, August 2026) and $3.5 per watt, the 2024 national median for cash purchases (Lawrence Berkeley National Laboratory). A 6–12 kW system therefore lands somewhere between roughly $15,000 and $42,000 depending on installer, financing and scope.

Who is my electricity provider in Los Angeles?

The Los Angeles Department of Water and Power, everywhere inside the city. LADWP is municipal — owned by the city rather than investor-owned — which is why its solar rules differ from Southern California Edison’s.

Does NEM 3.0 apply in Los Angeles?

No. NEM 3.0 — properly the Net Billing Tariff — is a CPUC rule for investor-owned utilities such as Edison, PG&E and SDG&E. LADWP is not governed by it, so exported energy inside the city is still credited against the retail rate. Most national advice about solar economics is written for the other kind of utility.

Why does 10 kW matter for my project?

It sets your timeline. A system under 10 kW CEC-AC with no battery and no main-panel upgrade takes LADWP’s fast track — approval in roughly 2–5 days and the meter set 1–2 weeks later. Anything larger, or with storage or a panel upgrade, follows the standard path with an engineering site visit of 1–3 weeks first.

Is the threshold in DC or CEC-AC?

CEC-AC. The two ratings are not interchangeable: one city home on this page was built as 10.4 kW DC but 5.6 kW CEC-AC. LADWP reads the CEC-AC figure, so a proposal written only in DC can misrepresent which approval path a project falls into.

Do the rules change between neighbourhoods?

The rules do not — LADWP and LADBS apply citywide. What changes is physical: summer heat is far more severe in the west Valley than near the coast, mature trees shade roofs in some areas, hillside parcels bring access and fire-hazard designations, and roof coverings vary by era and district. That is why each of our area pages covers what actually differs there.

My address says Los Angeles. Am I definitely on LADWP?

Not necessarily. A Los Angeles postal address is not proof of a City of Los Angeles parcel — neighbouring Burbank and Glendale run their own municipal utilities, and Santa Monica, Culver City, Beverly Hills and unincorporated county areas are on Edison. We verify the service address and the utility account before designing.

Do I need a battery in Los Angeles?

Not for tariff reasons. Because LADWP still credits exports at the retail rate, storage here is bought mainly for backup power rather than to rescue export value — which matters most on hillside parcels and in fire-hazard areas. Note that adding a battery moves the project onto LADWP’s longer approval path regardless of array size.

Can you replace my roof at the same time?

Yes, and we have done both sequences in the city: a full roof replacement paired with a new array, and an existing array removed and reinstated after a re-roof. If a covering has under about ten years left, replacing it first costs less than paying later to lift the system, redo the roof and reinstall everything. Roofing is in-house under our C-39.

Can I charge an electric car from the same system?
