What the fast track actually looked like
Published timelines are one thing. Here is a dated example from this neighbourhood.
LADWP runs two approval paths, and the difference between them is weeks. A system under 10 kW CEC-AC with no battery and no main-panel upgrade qualifies for the fast track; everything else takes the standard path, which adds an engineering site visit before approval even begins.
On a Canoga Park job the fast track ran like this: the interconnection application went to LADWP on 30 November 2023, and the net meter was set on 14 December 2023. About two weeks on the utility side for a 2.28 kW system. Another home here reached permission to operate in March 2023 on a 2.2 kW Enphase microinverter system, and a 7.7 kW system had its permission to operate and net meter together in August 2020.
Two things make that speed possible, and neither is luck. The system is sized to stay inside the fast-track criteria rather than drifting a few hundred watts over the line for no practical gain. The panel and the roof decide the rest
Two questions worth settling before anyone draws an array on your house.
Much of Canoga Park was built when a house did not run an electric car, a heat pump and an array off the same service. Solar feeds the same busbar the utility does, and the code limits how much combined supply that busbar may take — which is why the work here includes a main panel upgrade on one job and a 225-amp service on another. It is not an upsell; it is the difference between a system that passes inspection and one that stalls at it. And a panel upgrade moves the project onto LADWP’s longer approval path, so it is a scheduling fact as well as a cost.
The roof is the second question. On one property here a new roof went on before the array, with both scopes and the electrical work under a single licence. If a covering has under about ten years left, replacing it first costs less than paying later to lift the system, redo the roof and reinstall everything. Because roofing is in-house under our C-39, the assessment comes from the trade that would have to do the replacement.

Why your neighbour’s address says West Hills
A postal quirk that confuses homeowners here more than any technical detail.
ZIP 91304 covers parts of both Canoga Park and West Hills, so two houses on the same street can carry different city names on their mail. It causes real confusion when people compare quotes or search for a local installer — but for the work itself it changes nothing. Both are addresses inside the City of Los Angeles: the same LADWP service, the same LADBS permit path, the same rules for interconnection and inspection.
What does change with location is physical, not postal: roof orientation and shading, the age of the service equipment, and whether a parcel sits near the hillside edge with its own fire-hazard designation.
