Long Beach issues the permit online, in one step

The city runs one of the more streamlined residential processes in the county — worth understanding, because it also sets what your installer has to get right first time.

Long Beach lets residential solar PV, energy storage and EV charging stations be applied for online, with qualifying projects issued in a single step through the city’s portal, including outside regular business hours. Projects that fall outside the qualifying criteria still go to review. For flush-mounted rooftop systems of 38.4 kW or less, the city’s express path can waive the detailed engineering analysis and formal plan-review submittal that a larger or non-standard system would need. Permit fees are published rather than negotiated: $386.62 for solar without storage, $447.45 for solar with an energy storage system, and $264.95 for storage alone.

Two practical consequences follow. First, an instant permit is not a lighter standard — it moves the scrutiny to the inspection, so attachment spacing, conduit routing and labelling have to be right the first time. Second, the city tells homeowners to confirm eligibility for the streamlined path with Southern California Edison, because the utility interconnection is a separate track: a finished, inspected system still may not legally run until Edison approves it.

Express, within limits

Flush-mounted and 38.4 kW or under is the express lane. Ground mounts, tilted arrays beyond the standard detail and larger systems go to plan review, and we say so up front rather than after the deposit.

Storage is permitted too

Battery systems are part of the same online path, with their own fee. Adding storage later is a second permit, not a free extension of the first.

Check the city’s maps first

Long Beach publishes coastal zone, historic district and methane zone maps. An address in one of them can change what is required, so we check before designing, not during inspection.

Two approvals, always

The city permit covers the installation; Edison’s interconnection covers the connection. Both must complete before the system may operate.

Long Beach roofs: steep, Spanish or flat — rarely simple

The housing stock here was built across a century, and the roof decides more about the design than the equipment does.

A Long Beach block can hold a 1920s Spanish bungalow, a post-war shingle tract house and a flat-roofed modern remodel within a few doors of each other. Each takes a different answer. Steep multi-slope roofs — common on the older stock — break the array into several faces, which is exactly where microinverters earn their place: each module reports and produces on its own, so a shaded or oddly-angled face does not drag the rest down. Spanish and clay tile needs profile-specific hardware and careful handling, and on one tile roof here we added a tilt section so a shallow plane could reach a usable angle. Flat roofs get ballasted tilt racking rather than a forest of penetrations.

Then there is the air. Near the shore, salt does to fasteners what nothing inland does — which is why the mounting hardware, flashings and fixings we specify for a coastal address are chosen for corrosion resistance rather than picked off the same shelf as an inland job. It is invisible on day one and it is the difference at year fifteen.

Several faces, not one

Older Long Beach roofs rarely offer one big south plane. Splitting an array across faces is normal here, and module-level electronics keep that from costing production.

Tilt where it pays

A flat or shallow plane can be raised to a working angle. It has to be engineered for wind uplift and ballast, not improvised on site.

Salt-air hardware

Coastal corrosion is a fifteen-year problem decided on installation day. Fastener and flashing choice is part of the design, not an afterthought.

Roof age first

Roofing is in-house under our C-39. If the covering is near end of life we say so before the array goes on, rather than after you pay twice.

Edison changed the math, and backup is a choice you make

What exports are worth, and what “backup” should actually mean on your bill of materials.

Long Beach is Edison territory, so new solar customers have been on the Solar Billing Plan — the tariff most people call NEM 3.0 — since April 15, 2023. Exported energy earns an hourly avoided-cost value rather than the retail rate, so the design goal is matching production to what the house actually uses and holding the surplus for the evening rather than selling it at midday.

That makes storage worth pricing, and it raises a question most quotes skip: backup of what, exactly? Whole-home backup means enough capacity and enough panel work to carry everything. The alternative — and often the better value — is a dedicated backup load panel wired to the circuits you actually care about. On a Long Beach job here that came out as an eight-space panel carrying the air conditioning, the refrigerator and the internet: the things that make an outage tolerable, without paying to keep every socket in the house alive.

Self-consumption first

Under the Solar Billing Plan the array is worth most when the house uses what it makes. Sizing follows the load profile, not the roof area.

Choose the circuits

A backup load panel is a decision, not a default. We go through the panel schedule with you and pick what stays alive.

Capacity gets checked

Storage and added array capacity frequently exceed what an older service or subpanel can carry. That work is priced with the job rather than discovered mid-install.

Interconnection is separate

Edison’s approval is its own step after the city inspection. It is the last gate before the system may legally run.

What solar costs and how long it takes in Long Beach

No honest flat citywide price — but published ranges, published permit fees and a fast city process.

Two published price bases frame the range, both before incentives: $2.49 per watt at competitive marketplace rates (EnergySage, August 2026) and $3.5 per watt, the 2024 national median for cash purchases (Lawrence Berkeley National Laboratory). A 6–12 kW system therefore lands somewhere between roughly $15,000 and $42,000 depending on installer, financing and scope. Tilted racking, tile work and any subpanel or service upgrade are priced into the job rather than bolted on afterwards, and the city’s permit fees are public figures you can check yourself.
