West Hills homes inside Los Angeles city limits go through LADBS for permits and LADWP for the connection; Bell Canyon, which shares ZIP code 91307, is in Ventura County, with Ventura County Building & Safety permits and SCE power, and a few streets of 91307 are unincorporated Los Angeles County. On a West Hills roof already carrying plumbing vents, a skylight and a packaged air conditioner, Cali Energy laid a 16.2 kW array out in groups around all of it, and the system had permission to operate in October 2022. On a new detached ADU here, the 2.28 kW array was switched on fourteen days after the application. Ten systems in ZIP codes 91304 and 91307 report to our monitoring, three of them with a battery.
