Glendale runs its own utility, and the utility goes first: Glendale Water & Power approves the solar before the City of Glendale's Building & Safety issues the permit, and every separately metered home on a lot goes through both on its own. On a lot with two new ADUs, Cali Energy installed both units' arrays in one day and had them switched on in May 2025, then took the main house to permission to operate that December. Addresses in La Crescenta, which shares ZIP code 91214 with Glendale, are unincorporated county on SCE, with LA County permits.
Glendale's permit record follows the address. On one house a panel permit opened earlier under someone else's name was still on file, so we paid the open balance and refiled it as contractor of record the same day; a new 200-amp panel went in where Glendale Water & Power's service spot placed it, and the system was switched on in December 2021.
Main panel upgrades in Glendale →On our Glendale battery project the battery came after the solar, in May 2026, with its own city permit and final and its own storage release from Glendale Water & Power. Seven circuits moved to a backup panel, the refrigerator, the kitchen outlets and the office among them, and the utility released the storage on 21 May.
Home batteries in Glendale →For systems above 10 kW AC, Glendale Water & Power limits net-metered size to 110% of the last year's usage, plus 4,375 kWh a year per electric vehicle registered to the address. With two vehicles registered, a 52-module, 20.8 kW array passed the utility's review and was switched on in August 2023. On another Glendale house the charger went up beside the inverter with the solar in 2022, and we connected it when the car arrived in 2025.
EV chargers in Glendale →Our 2022 Glendale re-roof needed the city's planning approval before the roofing permit, because the material changed from concrete tile to shingle; the tear-off went down to the plank deck, and the roofing final was signed off three days after the first tile came off. On a clay barrel tile roof in 2025, only the array footprint became shingle, and that system had permission to operate a week after its final.
Roofing in Glendale →One licensed contractor covers solar, battery, roofing and electrical, so the job does not get handed between companies.
