Main panel upgrade in Woodland Hills, CA
Cali Energy upgrades and derates main electrical panels in Woodland Hills for solar and batteries. Five of our Woodland Hills projects turned on the service: a derate to 175 amps that let a project run from first contact to permission to operate in sixteen days, a derate permit pulled before the final on a 44-module array, two permits and two utility releases on one house, and a new service under a full re-roof.
Woodland Hills houses date from the tract years, with a median build year of 1960 and 88.7% of the 16,279 single-family homes built before 1978, so the main panel is often the first question a solar project asks. In Los Angeles the panel work is permitted by LADBS and reviewed by LADWP, and when a project also upgrades the panel, the city issues two permits and posts two separate releases to the utility. Cali Energy has run five Woodland Hills panel projects through that path, derating where a load calculation allows it and replacing the panel where the house needs its full service.

How a panel upgrade runs in Woodland Hills
- Two permits, two releases. When a solar project also changes the main panel, LADBS issues two permits and posts two separate electronic final releases to LADWP. The utility orders the net meter only when both appear in its own system. On our 2021 Woodland Hills project the solar release posted and the panel release did not, until we went back to the city and had it posted.
- A derate needs its own permit. Replacing the main breaker with a smaller one is electrical work with its own permit, and it has to exist before the final inspection. On our 44-module Woodland Hills array we flagged it two days before the final and had an express permit opened, so nothing downstream waited.
- LADWP reviews from the desk. A complete application, with photographs good enough to assess the site without a visit, is what let our Woodland Hills project run from first contact to permission to operate in sixteen days.
- The houses. Median build year 1960; nearly half the single-family homes date from before 1960. Many carry the panel the house was built with, and the array a Woodland Hills roof can hold often exceeds what the old panel can take.
Derate or a new panel
The code caps the main breaker plus the solar breaker at 120% of the busbar rating. Derating the main breaker to 175 amps solved it on our sixteen-day Woodland Hills project and on our battery project here, where the upgraded panel carried a 175-amp main. Where the house needs its full service, or where a battery and new loads are coming, the panel is replaced: on our twelve-day project a new main service panel went in under a full tear-off re-roof, before any array. Woodland Hills panels we have upgraded or derated
Sixteen days from first contact to permission to operate in Woodland Hills.
Main breaker derated to 175 amps instead of a panel replacement; sixteen days from first contact to permission to operate.
Forty-four modules, and one more permit before anyone could inspect.
Forty-four modules and a derate permit pulled before the final inspection; the final passed and the system reached permission to operate in June 2022.
The city finaled both permits on this Woodland Hills house. The utility could only see one.
A solar permit and a panel permit, two electronic releases to the utility, and the net meter once both were posted.
Woodland Hills: the load calculations, a subpanel and a passed final.
A load schedule produced for the plan set and a subpanel under its own permit; final passed on 22 April 2022.
The city finished in twelve days. The utility took four months.
A full tear-off re-roof to new plywood and a new main service panel, permitted, inspected and finaled by the city inside twelve days; we carried the utility side through to the new service, completed by LADWP in January 2026.
How it runs in Woodland Hills
- Check. Busbar rating, main breaker, open positions and a load calculation; on one Woodland Hills project the plan set needed a load schedule, which we produced.
- Design of the panel or derate together with the solar or battery it serves.
- Permits with LADBS: the solar permit and the electrical permit for the panel or derate.
- LADWP work request and meter spot, from the application rather than a site visit where the photographs allow it.
- Installation under our C-10 electrical license.
- Finals and releases: the city finals both permits and posts both releases, LADWP sets the net meter and grants permission to operate.

Panel upgrade questions for Woodland Hills
Does Cali Energy do main panel upgrades in Woodland Hills?
Yes. Cali Energy has upgraded or derated main panels on five Woodland Hills projects, with LADBS permits, LADWP's review and both final releases, under its C-10 electrical license. CSLB #1032379, based in Northridge, a short drive across the Valley; call +1-323-844-7777.
Why does LADWP need two releases for my project?
Because the city issues two permits, one for the solar and one for the panel, and posts a separate electronic final release for each. LADWP orders the net meter only when both are in its system. On our 2021 Woodland Hills project the panel release was missing until we had the city post it.
Can I avoid a new panel in Woodland Hills?
Often, with a derate: the main breaker is replaced with a smaller one so the solar breaker fits under the 120% rule, as long as a load calculation shows the house can live on it. On our Woodland Hills project a derate to 175 amps was the cheaper and faster answer, and the project reached permission to operate in sixteen days.
How fast can a Woodland Hills panel project run?
The city finaled a full re-roof and a new main service panel inside twelve days on our 2025 project; a derate-based solar project here ran from first contact to permission to operate in sixteen days in 2021. LADWP's side runs on its own clock, and we carry it.
