In Winnetka, replacing a service panel and connecting solar are two separate jobs for LADWP, each handled by its own representative and given its own meter spot, while LADBS permits and inspects both. On our 2025 Winnetka project the panel's meter spot came with conditions on where the new panel could sit and when the riser had to be inspected; both permits went through one virtual inspection, and LADWP granted permission to operate on 3 December 2025. Cali Energy, a licensed electrical contractor (CSLB #1032379, C-10), runs both requests and does the installation.
How a panel job runs in Winnetka
- Two work requests at LADWP. The panel goes through the utility's service planning group and the solar through its interconnection group, with separate representatives, separate meter spots and separate conditions.
- A published window. LADWP aims to assign a meter spot visit within five to fifteen business days; when that passes, we take the request to the department rather than wait.
- Conditions before the walls close. On our 2025 Winnetka project the new meter panel had to sit in the old one's position or to its right, not above the crawl space entrance, and a recessed panel's riser bracing had to be inspected before the wall was closed.

Two requests, one virtual inspection
For a two-story Winnetka house with a 200-amp main, the panel replacement was filed first, as its own LADWP work request. When the published window for the meter spot had passed with nothing scheduled, we wrote to the department on 7 October; the next day a second representative locked the dates and the meter spot arrived, with conditions the new panel was built to. The solar application followed, both LADBS permits were inspected in one video slot after the participation agreement was signed, the release went out on 17 November, and permission to operate came on 3 December 2025. Room for a battery that comes later
On a 2022 Winnetka house the roof was replaced first, then a new 225-amp main service panel went in with space laid out for consumption current transformers and a future battery circuit while the panel was open. The array went up on 7 June, and the final passed on 17 June.
