The story
Since 2020, every new home built in California has to have solar — without it, the home can't be cleared for occupancy. That's Title 24, Part 6.
Sounds simple. That's the trap.
The law requires compliance, not quality. What equipment goes up, which brand, whether there's monitoring — the builder decides. Usually the cheapest option that gets the inspector to sign off.
Eight years in, that kind of system can lose output faster than expected. Replacing it after move-in costs more than doing it right the first time.
December 2025. Porter Ranch.
The owner of a new build came to us. He was getting the keys in January. He wanted solar in before move-in — the system already running the day he opened the door.
December timing. Holiday closures at LADBS and LADWP. In LA, the standard timeline can run two to three months. We typically move much faster. Here, every other day was a city holiday.
End to end:
- Design and layout for the flat roof: tilt angle, setbacks from HVAC and parapets, fire setback per the California Fire Code.
- Permits through LADBS e-Permit.
- SolarEdge with S440 DC optimizers on every panel — each module operates independently.
- Installation, LADWP interconnection, final inspection.
- Monitoring activation and access handed off to the owner.
38 days from permit to Permission to Operate. Through the holidays.
The day he got the keys, his system was already producing power. No contractors on the roof after move-in.
A basic string inverter would have satisfied Title 24. We proposed something different: SolarEdge with DC optimizers on every panel. We walked him through what that would mean ten years out. He agreed.
Title 24 doesn't distinguish between bare compliance and engineering. On paper, both setups look the same. The difference shows up over time.
Panels on a flat roof age unevenly. One collects more dust. Another runs hotter near the HVAC. A third loses half a percent more per year than the rest. With a basic string inverter, one underperforming panel can drag down the entire string. With DC optimizers, each module hits its own maximum, regardless of its neighbors.
Over 25 years, that's tens of thousands of kilowatt-hours of difference. Not right away. And not obvious — until you check the numbers in the app.

Frequently asked questions
Does California require solar on every new home?
Yes. Since 2020, Title 24 Part 6 requires a photovoltaic system on every new single-family home built in California — without it, the building can't be cleared for occupancy. The law sets a minimum size for compliance but leaves equipment selection to the builder.
Why use DC optimizers instead of a basic string inverter for Title 24?
A string inverter satisfies the law, but one underperforming panel drags down the whole string. DC optimizers let each module hit its own maximum, so dust, shading, or heat near a rooftop HVAC unit only affects that one panel. Over 25 years on a flat roof, that adds up to tens of thousands of kilowatt-hours.
How fast can a solar permit reach Permission to Operate in Los Angeles?
The standard LADBS-to-LADWP timeline runs two to three months. On this Porter Ranch new build we closed it in 38 days end to end, through the December–January holiday closures. Speed depends on permit type, e-Permit availability, and inspection scheduling.
Does Cali Energy install solar in Porter Ranch?
Yes. Porter Ranch is within City of Los Angeles boundaries, so permits go through LADBS and interconnection through LADWP. Cali Energy (CSLB #1032379) holds active relationships with both agencies and works across Porter Ranch, Northridge, Granada Hills, and Chatsworth.
