Solar panel installation in Mission Hills, CA

Cali Energy installs solar panels in Mission Hills, from a new roof with solar and an LADWP rebate in 2018 to a 2026 system switched on sixty days after its permit. On one house the load calculation ruled out derating the main breaker, so a 225-amp panel went in instead.

Mission Hills is a Los Angeles neighborhood, so LADBS permits the work and LADWP connects it, including the part of Mission Hills that shares ZIP code 91340 with the City of San Fernando, a separate city on SCE. On our 2026 Mission Hills project, sixty days passed between the LADBS permit on 1 June and LADWP's permission to operate on 31 July. Cali Energy, a Northridge solar company licensed under CSLB #1032379, designs and installs the system and does the panel and roof work it needs.

Mission Hills homes

  • Two ZIP codes. Most of Mission Hills is ZIP code 91345, and part of it shares 91340 with the City of San Fernando. The Mission Hills side is LADWP and LADBS, the San Fernando side SCE and the city's own permit office.
  • Houses from the 1950s and before. In ZIP code 91345, 84.3% of the 3,946 single-family homes on the LA County Assessor roll went up before 1960; the median year is 1954.
  • Re-roofs. Within the Mission Hills neighborhood council area, LADBS issued 96 re-roof permits on houses and duplexes from January 2025 to May 2026. Roofing
  • Panels. On our Mission Hills houses the solar has landed in three ways: a new 225-amp panel, a subpanel, and a 40-amp breaker in a slot the panel already had labeled for solar. Main panel upgrades

Twenty modules on a roof replaced six months earlier

Twenty modules in two branches of ten on a roof re-covered that spring, with a 40-amp solar breaker where the panel was already labeled for future solar; installed on 21–22 November 2024.

When a derate is not enough

On our 2022 Mission Hills house the plan was to derate the main breaker so the existing panel could carry the solar. LADBS wanted a load calculation behind that, and the numbers said no: the house could not go below 200 amps. The meter-main came out and a 225-amp panel with a 200-amp main breaker went into the stucco wall, which was patched around it; with the permits reissued to match, the final passed on 23 November 2022. Sixty days, permit to permission, in Mission Hills

For a 2026 Mission Hills system we filed with LADWP on 26 May, and its site evaluation was complete two days later. At the LADBS counter on 1 June a layout correction was made within the hour and the permit issued. The inspector signed the final on 2 July and the release reached LADWP on 3 July; the net meter went in and permission to operate followed on 31 July. Permit to PTO in Los Angeles

Roof first, then solar

In December 2018 we replaced a Mission Hills roof and installed solar on it in one project, on separate roof and solar permits, and reserved an LADWP Solar Incentive Program rebate before the work; the rebate came through in full on 28 January 2019, once the net meter was in. A Mission Hills address in ZIP code 91340: LADWP or SCE?

LADWP. Mission Hills is in the City of Los Angeles even where it shares ZIP code 91340 with the City of San Fernando; only houses inside San Fernando's city line are on SCE.

What happens if a load calculation rules out derating the main breaker?

The panel is replaced instead. On our 2022 Mission Hills house the calculation said the main could not go below 200 amps, so a 225-amp panel with a 200-amp main breaker went in. Whether a derate is enough on your house is a licensed electrician's call, made from the same calculation.

How long from the LADBS permit to switch-on in Mission Hills?

Sixty days on our 2026 project: permit on 1 June, final on 2 July, and permission to operate from LADWP on 31 July.

Can the roof and the solar be done in one project?

Yes. On our 2018 Mission Hills project the re-roof and the array were both done in December under separate permits, and the LADWP rebate reserved beforehand was approved in full in January 2019.

Planning solar in Mission Hills?

Tell us how old the roof is and what amperage the main panel's label shows; with one LADWP bill, that is enough for a first design. If the panel is near its limit, we run the load calculation before the design, so the plans show the panel work from the start.
