Solar panel installation in Winnetka, CA
Cali Energy installs solar panels in Winnetka, and four of our nine projects here are on lots with a second unit or an ADU, each dwelling filed with LADWP on its own. The rest include a new 225-amp service built for a future battery, an array on concrete tile and a system switched on sixteen days after the application.
Winnetka is part of the City of Los Angeles, so the permits come from LADBS and the grid connection from LADWP, and on a lot with more than one dwelling each one gets its own LADWP work request. On our Winnetka projects, permission to operate has come anywhere from 16 days after the application to 349 days, where LADWP waited for two new dwellings to have permanent power. Cali Energy, a solar company licensed under CSLB #1032379 and based a few miles away in Northridge, handles the permits, the LADWP filings and the installation.

Winnetka homes
- One ZIP code, two names. Some addresses in Winnetka's ZIP code, 91306, are written Canoga Park; either way the house is in the City of Los Angeles, on LADBS permits and LADWP service.
- Older houses. Of the 8,781 houses in ZIP code 91306 on the LA County Assessor roll, 71.3% were built before 1960 and 87.8% before 1978; the median build year is 1955.
- Roof work. In the Winnetka neighborhood council area, LADBS issued 242 re-roof permits on single houses and duplexes between January 2025 and May 2026. Roofing
- Lots with more than one home. Four of our nine Winnetka projects are on lots with a second unit or an ADU, each dwelling with its own LADWP work request.
Our Winnetka projects
Two roofs. Two permits. One switch-on day.
A two-story house and an attached second unit, each with its own solar permit, its own array and its own LADWP work request; both received permission to operate on 10 July 2026.
The ADU has to exist before its solar can be connected.
Two new dwellings on one lot, filed in August 2025: LADWP held both solar requests until the buildings had permanent power, then granted permission to both on 30 July 2026.
Three addresses on the paperwork. Two systems on the roofs.
Two 2.59 kW arrays, one per dwelling, on a lot LADWP recorded under three address spellings; we matched them to the work requests, and both dwellings reached permission to operate in 2025.
Seven hundred square feet. Two kilowatts.
A 753-square-foot detached ADU with its own meter and work request, and a 1.95 kW system on its one usable roof plane; permission to operate in 2023.
One house. Two work requests. Two meter spots.
A service panel replacement and eleven modules on microinverters as two separate LADWP work requests; both permits were inspected in one virtual slot, and permission came on 3 December 2025.
Build the service for the battery you have not bought yet.
A new roof of 21 squares, then the array and a new 225-amp service built with room for a battery; the final passed on 17 June 2022, ten days after installation.
Six and a half kilowatts on concrete tile.
6.5 kW across two planes of a concrete tile roof, each mount flashed to a rafter and the tile set back over it; permission to operate on 7 March 2024, six weeks after filing.
Sixteen days from application to switch-on.
7.7 kW on one shingle plane: LADWP waived the site assessment, we chased the meter with the service planner, and permission came on 13 August 2020, sixteen days after filing.
A second home on a Winnetka lot
Where each dwelling on a Winnetka lot is metered separately, LADWP treats it as a separate customer, so we file a separate interconnection request for each one rather than one for the property. On two of our lots the new addresses were not in LADWP's system yet, so we filed under the existing address with a note, and on one lot the utility went on to use three spellings across two requests, which we matched back to the work request numbers. On the lot filed in August 2025, LADWP held both solar requests until the new dwellings had permanent power, so the construction schedule set the date: permission came for both on 30 July 2026. A new panel and the solar
Two of our Winnetka houses got a new main panel along with the solar: a 225-amp service laid out for a future battery, and a replacement LADWP handled as its own work request beside the solar application. How both ran is on our Winnetka main panel upgrade page.
Solar panels on tile, and a roof replaced first
On a concrete tile roof in 2024, every mount was flashed and fixed to a rafter, the tile went back over it, and the array was split over the two usable planes. On the 2022 house the roof came first: 21 squares of new composition shingle, then the array on top of it, with the final passed ten days after installation. Roofing
After switch-on
A 2020 Winnetka system went through on an express solar permit, with the separate electrical permit issued the same day, and reached permission to operate nine weeks after the application. When its inverter failed in September 2023, we opened the manufacturer's warranty case on the 12th and had the replacement installed and monitoring restored on the 25th. How long from the LADWP application to switch-on in Winnetka?
From application to permission to operate on our projects: 16 days in 2020, six weeks on a tile roof in 2024, and 37 days in 2025 on a house that also had its panel replaced. Two new dwellings took 349 days, because LADWP held their requests until the buildings had permanent power.
We are adding an ADU or a second unit. One LADWP application or two?
On our Winnetka lots, one per separately metered dwelling, each with its own work request, filed under the existing address while the new addresses were not yet in LADWP's system.
What happens to concrete roof tile when solar goes on?
On our 2024 Winnetka tile roof each mount was flashed and fixed to a rafter, the tile was set back over it, and the array was split over the two usable planes; permission to operate came on 7 March 2024.
